 Employment and self-employment are crucial elements for the resettlement and empowerment of IDPs, who are among the most vulnerable populations in need of special support. Our project aims to address these needs by developing and implementing a comprehensive employment strategy tailored to the unique challenges faced by IDPs in the Aghdam region. In order to assist in the enhancement of the employment of IDP’s in Azerbaijan, Sustainera supported the State Committee on the Affairs of Refugees and Internally Displaced Persons of the Republic of Azerbaijan and GIZ Azerbaijan in the set-up of an employment strategy for the Aghdam region.  

 To ensure the strategy's effectiveness, extensive research was conducted to understand the background, social, and economic situations of IDPs. We also evaluated their employment competence and skills, enabling us to design a strategy that meets their specific needs and provides sustainable employment pathways.  

 The employment strategy incorporates international best practices, approaches, methods, policies, and programs. It encompasses a strategic outlook while offering practical tools, guidance, and supervision to the employment department. This approach ensures the successful operationalization of the strategy at each stage.  

 Key activities of the project include research and analysis, strategy development, the creation of practical tools and guidance documents, capacity building through training workshops, and the establishment of a monitoring and evaluation framework. By implementing these activities, we aim to decrease unemployment rates among vulnerable IDPs, provide sustainable employment opportunities, enhance the capacity of the employment department, and continuously improve the impact of the strategy.
